On May 15, 2025, a meeting of the Technical Committee for Standardization TC-198 "Solid Renewable Fuels and Biofuels" was held

The following members participated in the TC-198 meeting:

  • Hanna Viktorivna Lihiun – Deputy General Director, Head of the Expert Group on Hydrocarbon Extraction and Analysis of Oil and Gas Market Functioning, Directorate of Oil and Gas Complex and Market Development of Oil, Natural Gas, and Oil Products, Ministry of Energy of Ukraine.
     

  • Nataliia Ivanivna Dunaievska – Doctor of Technical Sciences, Director of the Institute of Thermal Power Engineering, National Academy of Sciences of Ukraine.
     

  • Olena Oleksandrivna Lenska – Head of the Department for Alternative Energy Development, State Agency for Energy Efficiency and Energy Saving of Ukraine.
     

  • Maxim Ivanovych Stopchenko – First Deputy Director of the State Enterprise "State Fuel Company 'MASMA'".
     

  • Volodymyr Oleksiyovych Bondar – Director of Limited Liability Company "NOVE BUDIVNYTSTVO TA REKONSTRUKTSIIA".
     

  • Ilya Vitaliyovych Bulantsov – Head of the Inspection Body of Limited Liability Company "Scientific and Production Enterprise 'DIN LTD'".
     

  • Dmytro Petrovych Khrobok – Director of Limited Liability Company "Boiler Plant 'Kriger'".
     

  • Viktor Viktorovych Taranchenko – Member of the Board of the Public Organization "LOU CARBON SOLUTIONS" (formerly known as the Public Organization "Energy Efficiency Solutions of Ukraine").
     

Decisions made at the May 15, 2025, TC-198 meeting:

  1. New collective members included:
     

    • Ukrainian Association of Alternative Renewable Energy Sources and Innovative Technologies – a non-commercial association of renewable energy market participants in Ukraine and an independent coordination center for advancing efficiency initiatives in renewable energy, ecological improvements, energy decentralization, waste-to-energy technologies, energy storage solutions, and the development of hydrogen energy and transport.
       

    • LLC Pyromix – a company focused on modernizing existing landfill sites into modern processing complexes as part of the National Waste Management Plan until 2030 (approved by Cabinet of Ministers of Ukraine Order No. 117-r, dated February 20, 2019). LLC Pyromix designs and manufactures modular equipment for converting various waste types into renewable fuel and is actively working to generate electricity from waste products.
       

  2. Approved the Executive Committee of the Technical Committee for Standardization TC-198 "Solid Renewable Fuels and Biofuels":
     

    • Chairman: Oleg Pavlovych Yaroshenko, Acting Director of the State Enterprise "State Fuel Company 'MASMA'".
       

    • Deputy Chairman: Ihor Mykolayovych Galetskyi, Financial Director of LLC "NOVE BUDIVNYTSTVO TA REKONSTRUKTSIIA".
       

    • Responsible Secretary: Oleg Mykolayovych Pukhtiy.
       

Action Plan:

The TC-198 leadership was tasked with conducting a series of presentations and meetings to attract funding sources, including crowdfunding, to support the adoption of National Standards for sustainable development criteria and the determination of biomass content in fuels. These include:

  • 3.1. DSTU EN 16214-1:2022 (EN 16214-1:2012+A1:2019, IDT) – Sustainability criteria for the production of biofuels and bioliquids for energy applications. Principles, criteria, indicators, and verifiers. Part 1: Terminology.
     

  • 3.2. DSTU CEN/TS 16214-2:2022 (CEN/TS 16214-2:2020) – Sustainability criteria for the production of biofuels and bioliquids for energy use. Part 2: Compliance assessment, including responsibility chain during product transfer and mass balance.
     

  • 3.3. DSTU EN 16214-3:2017 – Sustainability criteria for the production of biofuels and bioliquids for energy use. Part 3: Biodiversity and environmental aspects related to environmental preservation.
     

  • 3.4. DSTU EN 16214-4:2022 (EN 16214-4:2013+A1:2019, IDT) – Sustainability criteria for the production of biofuels and bioliquids for energy use. Part 4: Methods for calculating greenhouse gas emissions balance using life cycle analysis.
     

  • 3.5. DSTU CEN/TR 15591:2022 – Solid regenerated fuel. Determination of biomass content based on the 14C method.
     

  • 3.6. DSTU CEN/TR 14980:2022 – Solid renewable fuel from waste. Report on the relative difference between biodegradable and biogenic fractions.
