"Ukrnafta" initiates development of technical regulation for crude oil and gas condensate

Public Joint Stock Company "Ukrnafta" has initiated the development of a new technical regulation that will define the requirements for crude oil and gas condensate supplied to domestic oil refineries. The implementation of this initiative has been undertaken by the state-owned enterprise "State Fuel Company MASMA."

As announced by MASMA’s Director, Oleh Yaroshenko, on his official Facebook page, the purpose of the draft technical regulation is to standardize technical requirements for raw materials used in refining processes and to establish procedures for placing crude oil and condensate into circulation. A key objective of the document is to ensure proper identification of these materials as accounting objects, in accordance with the Tax Code of Ukraine and the Law “On Minimum Stocks of Oil and Petroleum Products.”

The regulation will define mandatory physicochemical characteristics of these products in line with the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) and will introduce new national standards that are set to replace the current DSTU norms after martial law is lifted in Ukraine.

Industry experts from the oil extraction and refining sectors are actively involved in drafting the document. As part of the implementation roadmap, a series of workshops will be held with key stakeholders—including producers, refiners, and representatives from the Ministry of Economy, the State Tax Service, the State Customs Service, and the National Accreditation Agency.

The technical regulation is being developed in alignment with European legislation—specifically, Directive 2009/119/EC and the updated Directive (EU) 2023/2413—as well as Ukraine’s national legal framework governing energy, taxation, customs, and technical regulation.
